Zone Change Ordinance to Rescind Studio City Residential Floor Area (RFA) Supplemental Use District

On May 5, 2017, City Council adopted a motion (Council File 08-2332) rescinding the RFA designation for all non-hillside single family R1 and RE zoned properties in Studio City.  These properties will then be subject to the recently updated Single Family Regulations formerly known as Baseline Mansionization Ordinance (BMO). Effective Date of Neighborhood Conservation Initiatives

 
On Friday, March 17, 2017 the following Neighborhood Conservation Initiatives went into effect:
 
  1. Baseline Mansionization/Baseline Hillside Ordinance Code Amendment (CF 14-0656) that modifies Single-Family Zones (RA, RE, RS, R1) and Single-Family Zone Hillside Area Regulations,
  1. R1 Variation Zones and Rear Detached Garage Supplemental Use District (SUD) Code  Amendment (CF 16-1460) that adds more tailored subsets of the R1 Zone and a Rear Detached Garage SUD to the Code, and
  1. Neighborhood Conservation Zone Changes (CF 16-1470) that applies the R1 Variation Zones and/or Rear Detached Garage SUD to a number of single-family neighborhoods.

Neighborhood Conservation Initiative City Council Hearing

 
On Wednesday, March 1, 2017, the City Council will hold a Special Meeting to consider the Neighborhood Conservation Initiatives. These include the:
 
  1. Baseline Mansionization/Baseline Hillside Ordinance Code Amendment (CF 14-0656) that would modify Single-Family Zones (RA, RE, RS, R1) and Single-Family Zone Hillside Area Regulations,
     
  2. R1 Variation Zones Code Amendment (CF 16-1460) that would add more tailored subsets of the R1 Zone to the Code, and
     
  3. Neighborhood Conservation Zone Changes (CF 16-1470) that would apply the R1 Variation Zones to a number of single-family neighborhoods.
 
The meeting is scheduled to begin at 10:15 a.m. in the John Ferraro Council Chamber (Room 340) of Los Angeles City Hall, 200 N Spring St, Los Angeles, CA 90012.

On September 29, 2016, the Department of City Planning released the Initial Study/Negative Declaration (IS/ND) for the R1 Variation Zones Code Amendment and Neighborhood Conservation Zone Changes.

BMO/BHO Letter of Determination and Approved Ordinance Text Now Available

 

 

On July 14, 2016, the Los Angeles City Planning Commission approved and recommended that the City Council adopt an ordinance amending the Baseline Mansionization and Baseline Hillside Ordinances (BMO and BHO), which regulate development in single-family residential zones citywide.

Accordingly, the Department of City Planning has issued a Letter of Determination notifying interested parties of the Commission's decision. The letter includes the text of the ordinance as approved by the Commission, as well as findings of fact in support of the Commission's decision. 

The Department has also prepared a revised Questions and Answers document that reflects the Commission's approved ordinance.

The proposed ordinance will be considered next by the City Council's Planning and Land Use Management (PLUM) Committee, followed by the full Council. As of this writing, the item has yet to be scheduled for a hearing at the PLUM Committee. Anyone wishing to be notified when a hearing is scheduled may sign up for email alerts by visiting the appropriate Council File (CF 14-0656) on the City Clerk's website and clicking the email icon near the top of the page.

Proposed Code Amendment and Zone Changes for the 2015 ICO Neighborhoods

 

 

As a follow-up to the Interim Control Ordinances that were adopted in 2015, which expire in March 2017, the Department of City Planning will hold a series of Open Houses/ Public Hearings regarding proposed new single-family zone changes for 15 neighborhoods. 

As part of the proposed zone changes, the proposed code amendment is an ordinance to establish variations of "R1" single-family zones and a "RG" Rear Detached District that may be applied to regulate garage placement in RA, RE, RS, and R1 zones. The 15 neighborhoods will be the first neighborhoods to utilize the new R1 zones and RG district.

Single Family Interim Control Ordinance Adopted by City Council

 

On June 29, 2016, the City Council adopted an Interim Control Ordinance (ICO) for single-family residential zoned properties in Brookside, Picfair Village, Sherman Oaks, Sycamore Square, and Wilshire Vista. 

The ICO would temporarily restrict the issuance of a building permit for a new, altered or enlarged home that is not consistent with the provisions of the ICO and would ensure future single-family units constructed in the Project Area maintain massing, size, height, and setbacks compatible with the existing single-family units. Improvements to single-family units that would not increase an existing structure’s Residential Floor Area, as defined in L.A. Municipal Code (LAMC) Section 12.03, are excluded. Where the ICO is silent on a topic, the LAMC requirements remain in place.

BMO/BHO Code Amendment at City Planning Commission July 14, 2016

 

On July 14, 2016, the City Planning Commission will consider the proposed Baseline Mansionization Ordinance and Baseline Hillside Ordinance (BMO/BHO) Code Amendment and make a recommendation to the City Council. This is in response to Council Motion CF 14-0656 requesting the Department address concerns regarding out-of-scale development in single-family neighborhoods.

The Department of City Planning has prepared a staff report with updated recommendations for the Commission's consideration. The Department has also prepared a summary fact sheet of staff's recommendations and a revised, expanded Questions & Answers document detailing the proposed ordinance and staff recommended changes.

BMO/ BHO Draft Amendments

 

The Department of City Planning, with assistance from the Department of Building and Safety, has prepared a proposed amendment to the regulations established by the Baseline Mansionization Ordinance (BMO) and the Baseline Hillside Ordinance (BHO).  This is in response to Council Motion CF 14-0656 requesting the Department address concerns regarding out-of-scale development in single-family neighborhoods.

The amendments apply to property zoned R1, RS, RE, or RA in the Hillside Area and non-Hillside Area (outside of the Coastal Zone). The ordinance reduces Residential Floor Area bonus options, modifies Residential Floor Area exemptions, modifies the effective building envelope by means of an angled encroachment plane limit, and modifies certain hillside grading limitations and exemptions. The Questions and Answers document explains the changes and outlines the next steps.

ICO Area Community Meetings

 

The Department of City Planning kicked off the series of community meetings during the months of May, June and July for the various Interim Control Ordinance (ICO) Areas across the City to hear the issues confronting single-family neighborhoods. Below are the presentations shown at those community meetings. 

 

BMO/ BHO Public Hearing

 

In May 2016, the Department of City Planning held four public meetings regarding the proposed amendment to single-family zones (i.e., the Baseline Mansionization and Baseline Hillside Ordinances). The proposed amendment would apply to properties zoned R1, RS, RE, and RA. 

The public hearing notice details the date, time, and location of each session held in the month of May 2016.
